Thank you to everyone who has shared their feedback on the Strategic Plan! Consultation has now closed and staff are in the process of reviewing all of the input that was received. An update will be provided to Council during the Regular Council Meeting on Tuesday, March 19.

Kawartha Lakes hosts Special Council Meeting for Strategic Plan

Kawartha Lakes – After Council’s decision to extend the public consultation for the Strategic Plan 2024-2027,

Kawartha Lakes hosted a Special Council Meeting the evening of

Thursday, February 15. This meeting provided the opportunity for

Committees of Council and the public to give additional feedback on our

community’s Strategic Plan for the next four years.

During public consultation for the Strategic Plan in 2023, a number of key themes came to light that are reflected in the current draft, including:

  • Affordable housing is needed
  • Sustainable and environmentally conscious development is desired
  • Improved health care, education and services are needed now and as we grow
  • Amenities such as outdoor spaces, community events and recreational facilities are desired and valued
  • Transportation – roads, active transportation, transit, connections to GO Transit – are all needed now and to support growth and business
  • Preservation of small town culture and heritage is important

Adding to the feedback so far and the themes above, Council received over a dozen deputations and correspondence during the Special Council Meeting. The extended public consultation remains open until Friday, February 23. If you have not had your say already, please go to or visit a Service Centre or Library to fill out a feedback form. All input, from the consultation in 2023 and this month, will be considered and a report back will be brought forward to the Regular Council Meeting on Tuesday, March 19.

The Strategic Plan is the municipality’s roadmap to follow, setting the priorities and direction for the years to come. More details and a copy of the Draft are available at Once approved, staff will move forward with developing and rolling out action plans to further detail the work ahead.

Kawartha Lakes extends public consultation for Strategic Plan 2024 to 2027

Kawartha Lakes – The consultation period for the Strategic Plan 2024 to 2027 is being extended until February 23 to give our community more time to provide input. This extension follows Council's decision at Regular Council on January 30 to postpone the adoption of the plan until the March 19 Regular Council meeting, allowing for additional feedback from Committees of Council and the public.

Strategic Plan Special Council Meeting – Thursday, February 15 at 7pm
To facilitate further discussion, Council is hosting an evening meeting at 7pm on Thursday, February 15 in Council Chambers (City Hall, 26 Francis Street, Lindsay). The session will begin with staff providing a brief overview of the draft Strategic Plan, followed by time for deputations and correspondence from Committees and the public.

To speak at the Special Council meeting, please submit a request to make a deputation or presentation. Details on the process to speak before Council are available on the municipal website.

This meeting will include electronic participation through Zoom and will be livestreamed on the City of Kawartha Lakes YouTube Channel.

Public comments extended until Friday, February 23
Additionally, we're keeping the Jump In, Kawartha Lakes online engagement platform open for comments until February 23 at Hard copies of the public survey are also available at Kawartha Lakes Service Centres and Libraries.

All feedback received, whether past or new, will be compiled and included in a report for the Regular Council meeting on March 19.

Kawartha Lakes presents Draft Strategic Plan for next four years

January 16, 2024

Kawartha Lakes – At Committee of the Whole on Tuesday January 16, Council was presented a draft of the Kawartha Lakes Strategic Plan 2024-2027. The Strategic Plan is the guiding document for the municipality that defines the community’s vision for the future, and sets the goals and objectives to achieve that vision.

“We are pleased to present our new Strategic Plan, a refreshed roadmap for the municipality, and excited to build off our momentum over the last few years,” commented Brenda Stonehouse, Manager, Strategy and Innovation. “The Strategic Planning process began in August 2023 and was a collaborative effort with connections to Council, staff and the community.”

The Draft Strategic Plan is consistent with the progress of the previous plan and features a number of similarities to keep the municipality on track, like the vision and mission.

Thriving and growing communities within a healthy and natural environment.

Working together to deliver the highest standard of municipal service and uphold our commitment towards a sustainable future.

During the consultation process last year, several key themes came to light that indicated areas for continued focus within the municipality, including: affordable housing, sustainability and the environment, health care, transportation and preserving Kawartha Lakes’ unique culture and heritage.

To meet the community’s needs, the Plan outlines that staff will maintain their core values of Accountability, Respect and Teamwork, as the municipality works to fulfill its Strategic Priorities. Balancing those priorities, all actions and decisions will also be directed by the Guiding Principles.
