Rural Zoning By-Law Consolidation
Kawartha Lakes Planning Division is undertaking a project that will take a close look at 14 of the municipality's Rural Zoning By-laws and will work directly with our consultants, WSP, to consolidate all regulations into one by-law. Kawartha Lakes Planning Division is undertaking a project that will take a close look at 14 of the municipality's Rural Zoning By-laws and will work directly with our consultants, WSP, to consolidate all regulations into one by-law. The first phase will involve an entire review of the existing rural by-laws by a Council appointed Task Force, who will be in discussion over the course of the next couple months to establish the project schedule and next actions. There is also a Technical Advisory Committee in place to provide input and advice on the content and format of the new zoning by-law.
In additional to the Task Force, the Planning Division will also seek public input through several methods, such as an a online survey, open houses and public meetings. Opportunities to provide your ideas and dates will be announced shortly.
To date, a Discussion Paper has been completed by the Project Team, and a Draft Issues Assessment and Methodology Report has been released for public comment. You can find this document under the 'For Public Comment and Feedback' section.
Background
Since amalgamation in 2001, Kawartha Lakes has been using the original 18 Zoning By-laws to address land development within the municipality as a whole.
While the original By-laws met development needs, the combination of outdated standards and regulations between areas has prompted the decision to create one new comprehensive Zoning By-law for the municipality.
This Project will take place in two phases: the first will address 14 Rural Zoning By-laws* and the second phase will review the four Urban Zoning By-laws.
*The Oak Ridges Moraine Zoning By-law will be reviewed separately.

Click here to play video Woodville Zoning By-Law Review Open House - June 22, 2022 Since 2019, Kawartha Lakes has been in the process of reviewing and consolidating its 13 rural area zoning by-laws. When the project began, the Village of Woodville was not included in the review as it was designated as an Urban Settlement Area in the City of Kawartha Lakes Official Plan. Following a settlement from the Ontario Land Tribunal (OLT) in March 2022 that changed Woodville’s designation from an Urban Settlement Area to a Hamlet in the rural area, the project team is now including Woodville in the Rural Zoning By-Law review and consolidation. To introduce the project to Woodville and seek the community’s input, Kawartha Lakes staff and consultant WSP are held a public open house to: - Outline the work that has been completed to date - Introduce the Rural Zoning By-Law Review process to Woodville - Walk through preliminary zoning options and recommendations for Woodville, and seek the public’s feedback - Provide the next steps in the process and how to get involved
