Kawartha Lakes begins planning for long-term waste disposal needs

October 23, 2026

The City of Kawartha Lakes has started the first step in a Comprehensive Environmental Assessment (CEA) to plan for the municipality’s long-term waste disposal needs.

The City currently disposes of waste that cannot be recycled or composted at its five active landfill sites. As available landfill space decreases and the municipality grows, the City needs to plan for additional capacity.

Previous studies looked at different ways to meet future waste disposal needs and identified expanding one of the City’s existing landfills as the preferred long-term option. This new study will review this option using updated technical information and consider changes since the previous studies were completed in 2022.

The first step is to prepare a Terms of Reference (ToR). This document will outline:

  • how the environmental assessment will be carried out
  • which options will be considered
  • how the public can provide input

The ToR must be approved by the Minister of the Environment, Conservation and Parks (MECP) before the City can proceed with the second step of the CEA.

There will be opportunities to learn about the project and share comments throughout the process.
