Welcome to the City of Kawartha Lakes Transportation Master Plan (TMP). We invite you to review the information presented on this page and to reach out to the Project Team with any questions you might have.

What is the intention of the project?

The city’s vision is to preserve and enhance the natural environment while delivering a connected and active community that retains its traditions. For the city to see its vision materialize over the long-term, an effective TMP is critical. Transportation plays a fundamental role in shaping not only the physical, but the social and economic landscape of cities and regions.

The TMP will serve as a living document that will aid the city and its staff in identifying the multi-modal transportation facilities, services, and policies that are required to ensure enhanced mobility, accessibility and connectivity including proper management of the city’s resources while supporting and encouraging growth in a prosperous, safe, sustainable and forward-thinking manner. This will typically include the development of a roadmap for multi-modal transportation planning needs to cope with the demands under the 2051 horizon year with a goal of optimizing the performance of existing infrastructure and identifying the most sustainable approach to accommodating new development, in line with growth as reflected in the City’s Growth Management Strategy (“GMS”). Our approach envisions an integrated and multi-modal network of mobility options that supports the city’s strategic objectives, reflects the community context, and contains the appropriate transportation infrastructure.

Overall, the new TMP will be a strategic policy document that will be used to help plan for the City’s population growth and to serve as a road map for short-range, medium-range, and long-range transportation infrastructure investments, as well as multi-modal transportation planning to meet the demands up to the 2051 horizon year.

Why does it matter?

City of Kawartha Lakes has experienced an 5.1% growth in population from approximately 75,423 people in 2016 to 79,247 people in 2021. Based on the city’s Growth Management Strategy completed in May 2011, population was forecasted to reach 91,302 by 2021 and 100,000 by 2031. As such, significant growth is forecasted for the City and to strategically prepare for this growth and enhance the City’s existing transportation network, the City of Kawartha Lakes retained McIntosh Perry to undertake the development of the City’s TMP update. The TMP is a strategic policy document that will serve as a road map for short-range, medium-range, and long-range transportation infrastructure investments, as well as multi-modal transportation planning.

How can people get involved in the process?

All public input, consultations, and stakeholder engagement activities will be conducted through the City of Kawartha Lakes Jump In engagement platform.
