The Trails Master Plan Update - Final Report, as amended to exclude the restriction of motorized traffic on the Victoria Rail Trail (VRT) from Garnet Graham Park to Northline Road during the summer season was endorsed by Council at the April 18 Regular Council Meeting. Staff will now work to implement the changes outlined in the report.

March 27 - The Kawartha Lakes Trails Master Plan Update Final Report will be presented to Council at the Committee of the Whole meeting on April 4, 2023. The report that went to Council can be viewed in the Presentations, Background and Reports section on the right.

After the April 18 Regular Council Meeting, a copy of the Final Report and supporting documents will be available on the Trails and Conservation Areas page on our website as well as in the Presentations, Background and Reports section on the right.

Members of the public are invited to attend the meeting in person at 26 Francis Street, Lindsay, Council Chambers, or you can watch the meeting live on the City's YouTube channel.

In 2006, the City of Kawartha Lakes developed and adopted its first Trails Master Plan, including a City-wide review, investigation and identification of trail opportunities. While the municipality was successful in implementing many of the 2006 recommendations, it's time for a full update to address the changes in the last 15 years and to look towards the future.

The intent of updating the plan is to:

  • Review the existing network and the previously proposed trails connections to determine which routes have been implemented, where improvements are needed and if there are any new opportunities for trail routes.
  • Review best and comparable practices from other municipalities and lessons learned from staff and stakeholders to update policies, processes and practices to support trail planning, design and development.
  • Develop a more detailed and informative implementation strategy and education/outreach tactics to support the roll-out of the plan and encourage increased active recreation and participation.

The full update is expected to be complete by Summer 2022.
