Kawartha Lakes has set ambitious goals for the next four years, to help fulfill its vision of creating thriving and growing communities within a healthy and natural environment. The 2020-2023 Strategic Plan is now available online and will serve as a roadmap for the municipality to follow.
“While our priorities were redirected early this year to essential services due to the COVID-19 pandemic, we remain committed to the long-term vision in this Strategic Plan,” said Ron Taylor, Chief Administrative Officer, City of Kawartha Lakes. “We've laid a strong foundation in the last four years and now we’ve got the framework for some exciting years ahead of us. Thank you to everyone that participated in developing the Plan, we value your feedback and we’ve used what we’ve learned to make it better.”
Developing the Plan was an inclusive process, the municipality collaborated with members of the public, partners, staff and Council in a variety of formats. As a result, it reflects the values, vision and priorities of our community. Those priorities include:
Focusing on these key priorities, the next steps for the municipality are to develop action plans for its goals and to monitor and report on its achievements. As always, Council will look to accomplish these priorities while balancing affordability and service excellence.

While the platform will be home to many projects in the future, the first large-scale project on Jump In is the 2020-2023 Strategic Plan. The Strategic Plan is a collaboration involving Council, staff and residents. The Plan will guide and focus the direction of the municipality and its major projects over the next four years.
“Open communication and engagement with our residents is a priority for the municipality and Council,” added CAO Ron Taylor. “The residents and businesses of Kawartha Lakes have outstanding ideas, opinions and lived experiences. We want to capitalize on these local talents and perspectives, and Jump In is the platform to do so.”

“Building on successes”: Council begins developing new 2020-2023 Strategic Plan
Kawartha Lakes – At the May 28 Special Council meeting at the Janetville Community Centre, Council began developing the new 2020-2023 Strategic Plan with Kawartha Lakes’ senior staff. Through listening to presentations, engaging in activities and brainstorming priorities, Council worked on the first stage of creating a four-year Strategic Plan that will help set priorities for the municipality. This meeting is one of three sessions that will develop the 2020-2023 Strategic Plan.
“We want to develop a Strategic Plan that fits for the community,” said Ron Taylor, CAO of Kawartha Lakes. “While developing priorities, work plans or mission statements, we always need to be guided by our shared values.”
The Special Council meeting began with a presentation by Ron Taylor about the goals and successes of the previous 2016-2019 Strategic Plan. Following the presentation, Brenda Stonehouse, Strategy and Performance Specialist and Lean Six Sigma Black Belt, led Council and staff in activities to brainstorm for the next Plan.
“During the meeting, we focused on gathering the thoughts and ideas of Council members, and we’re looking forward to asking the public for their input as well,” added Stonehouse. “The Strategic Plan helps us to focus resources and efforts towards achieving our common goals. Throughout the process, there will be extensive public, partner and staff engagement.”
Councillors also reviewed the strategic priorities of the municipality, and shared the goals they would like to see accomplished over the next four years. Lastly, Council reviewed Kawartha Lakes’ current vision and mission statements and values.
“We look forward to creating a Strategic Plan that recognizes our local government role as a community-builder while delivering City-wide programs and services that meet the needs of the public,” commented Mayor Letham. “To do so, we plan to be accountable to our constituents by building on past successes, building an inclusive plan and setting clear priorities and expectations.”
Council and Kawartha Lakes staff will continue to develop the 2020-2023 Strategic Plan through to the end of 2019. A second workshop will be held with Council in September and the draft Strategic Plan will be presented in December.
