Township By-laws Continue to Apply

On May 21, 2024, Council adopted the City of Kawartha Lakes Rural Zoning By-law (RZBL) 2024-113. Council's decision was subsequently appealed to the Ontario Land Tribunal (OLT).

In January 2026, the OLT issued a decision resolving several site-specific portions of the appeals, and those portions of the RZBL are now in effect. On July 16, 2026, the OLT issued a decision on the appeal of the Agricultural Zones, dismissing the appeal in large part.

However, a request for review of the July 16 decision has since been submitted to the OLT and remains outstanding. One site-specific appeal also remains before the OLT.

As a result, the balance of the RZBL is not yet in effect and the former Township Zoning By-laws continue to apply. This will remain the situation until such time as all appeals are withdrawn or finally disposed of in accordance with s.34(30) of the Planning Act, or the Tribunal issues an Order pursuant to s.34(31) of the Planning Act.

The City will provide a further update when the balance of the RZBL comes into effect.
