Second Draft of the Rural Zoning By-law

Thank you to everyone who has participated in the development of Kawartha Lake’s new Rural Zoning By-law. The Project Team is pleased to announce that the Second Draft version of the Rural Zoning By-law is now available for review and comment. The Second Draft Rural Zoning By-law has been prepared following extensive consultation completed since the release of the First Draft Rural Zoning By-law.

The Second Draft Rural Zoning By-law reflects the following key changes, as well as many minor modifications from the First Draft:

  • The review and update of over 1200 site-specific exception zones that apply detailed zoning provisions to specific sites in the City. All site-specific exception zones are now shown on Schedule A and listed in Section 13 of the Rural Zoning By-law.

  • The consolidation of the Woodville Zoning By-law into the Rural Zoning By-law following a settlement from the Ontario Land Tribunal (OLT) in March 2022 that changed Woodville’s designation to a Hamlet in the rural area.

  • The further consolidation of existing Residential Mobile Home Park (RMH) zones.

  • The addition of a User Guide at the beginning of the zoning by-law to help readers use and understand the document and mapping.

  • The inclusion of illustrations throughout the zoning by-law to support the interpretation of zoning provisions and definitions.

  • Updated regulations for the parking of commercial vehicles and recreational vehicles on a lot.

  • New regulations in Section 4.6.2 to regulate development within the Burnt River Flood Plain.

  • The introduction of a new Future Development zone (Section 12) which is applied to lands within Hamlets currently zoned Agricultural in the existing zoning by-laws to protect for future development opportunities.

Members of the community are invited to participate in a Virtual Public Open House being held on April 11, 2023 at 6:00 p.m. The Project team will walk through key changes introduced in the Second Draft Rural Zoning By-law, seek input on refinements, answer questions about the zoning by-law, and outline next steps in the process.

Following this open house, the Project Team will consider all input and work to bring forward a Final Draft Rural Zoning By-law to a Statutory Public Meeting of Council in Spring 2023.
