The By-law will be presented to the Planning Advisory Committee on August 9, 2023 beginning at 1:00 PM.

Please consider this notice pursuant to the Planning Act. Please find information on how to register to speak, attend, and submit comments below.

Take Notice that the Planning Advisory Committee will be holding a virtual Public Meeting under Section 34 of the Planning Act to consider a new Rural Zoning By-law for the City of Kawartha Lakes. The purpose of the meeting is to provide the public with an opportunity to understand and comment on the proposed Rural Zoning By-law, which relates to lands outside of the Urban Settlement Areas of Lindsay, Bobcaygeon, Fenelon Falls, and Omemee as delineated in the City of Kawartha Lakes Official Plan. The Rural Zoning By-law excludes lands subject to the Oak Ridges Moraine Zoning By-law (2005-133).

This meeting will be held through remote electronic participation in accordance with the Municipal Act, 2001 and the Planning Act, 1990.

The general public and the media can view the Planning Advisory Committee webcast through the City of Kawartha Lakes livestream at: www.youtube.com/c/CityofKawarthaLakes.

The purpose of the public meeting to introduce a consolidated and updated Zoning By-law. A Zoning By-law regulates the types of lands uses and the character, height, location, size and massing of buildings for all lands within the Rural Area.

The effect of the Rural Zoning By-law will be one updated and harmonized Zoning By-law that applies to rural areas of the City of Kawartha Lakes. Currently, there are 14 Zoning By-laws in-effect that apply to rural areas which vary in age, terminology, and permission. The new Rural Zoning By-law will apply a streamlined and consistent zoning framework to all rural areas in the City of Kawartha Lakes.

Since 2019, the City of Kawartha Lakes has been undertaking a review and consolidation of its existing 14 zoning by-laws in the rural areas of the City. This is the first comprehensive review of these zoning by-laws since amalgamation in 2001. Further, in 2012, the City of Kawartha Lakes’ new Official Plan came into effect. The Planning Act requires that a new zoning by-law be prepared to be consistent with and implement the Official Plan.

How to Participate in the Public Hearings

While the public is not permitted to attend Planning Advisory Committee meetings in-person without an appointment, there are several ways in which the general public can provide submissions to the Members of the Planning Advisory Committee for the August 9, 2023 meeting, as follows:

Submit comments in writing: Submit comments in writing to the City of Kawartha Lakes, Clerk’s Office, 26 Francis Street, P.O. Box 9000, Lindsay, Ontario, K9V 5R8, prior to this meeting or by email to agendaitems@kawarthalakes.ca. Comments received by 4:00 p.m. on Tuesday, August 8, 2023, will be provided to Members of the Planning Advisory Committee prior to the meeting.

Register to speak at the Planning Advisory Committee Meeting via electronic participation: should you wish to speak at the Planning Advisory Committee meeting, please email Clerk’s Office at clerks@kawarthalakes.ca. Please include:

• your name (first and last);

• email address in order to send you an invite to participate in the meeting via Zoom which allows for participation by computer, mobile device or telephone;

• which item on the agenda you wish to address;

• any visual materials such as pictures or a PowerPoint presentation; and,

• whether you would prefer to attend in person by appointment, or via Zoom

Notwithstanding the deadlines noted above, members of the public are requested to register as soon as possible in order to facilitate an orderly registration process and meeting.

Members of the public are encouraged to email written comments to agendaitems@kawarthalakes.ca prior to the date above even if they choose to register to speak at the meeting via electronic participation in order for the Planning Advisory Committee Members to have their comments in the event they are not successful in joining the electronic meeting.

You can also submit comments directly to the project team at ruralzoningbylaw@kawarthalakes.ca.

The deadline for comments is Friday, September 1, 2023. The project team cannot guarantee that comments received after this date will be reviewed or incorporated into the Final Rural Zoning By-law.

Following completion of the final Rural Zoning By-law, we will take it forward to Council for adoption. At this time, we are targeting a Fall Council meeting.
