In response to a petition to Council, Parkside Drive was selected to pilot new traffic calming review procedures to determine if traffic calming measures were warranted. The purpose of this draft policy is to provide a systematic procedure for the initiation, investigation, and implementation of traffic calming measures.

As presented to Council in report ENG2025-023, when following this new procedure, traffic calming on Parkside Drive is justified. This report is available in the side bar.

The traffic calming process is as follows:

- Request from residents

- Pre-screen evaluation

- Data collection

- Traffic calming warrant score

- Preliminary Design

- Public consultation and feedback

- Budget for final design and implementaion

We are now in the public consultation phase. Before staff can proceed with the final design and budgeting of the recommended solution, a public support threshold must be reached.

After consultation with Public Works Operations and Emergency Services, the recommended traffic calming measure is the installation of permanent speed cushions.

Speed cushions are a raised area on a road, similar to a speed hump, but does not cover the entire width of the road.

Speed cushions are intended to produce sufficient discomfort to limit passenger vehicle travel speeds yet allow the driver to maintain vehicle control, while allowing larger vehicles such as transit and emergency vehicles to pass without difficulty by straddling the raised elements of the speed cushion.

All traffic calming measure have advantages and disadvantages.

The obvious advantage of speed cushions is the reduction of vehicle speeds while still allowing for emergency and transit vehicles to pass unencumbered.

Disadvantages of speed cushions may include increased traffic noise levels due to braking and accelerating. Some people might think the pavement markings and signing requirements could detract from the appearance of a street.
