Project Overview

Welcome to the City of Kawartha Lakes Growth Management Strategy (GMS). We invite you to review the information presented on this page and to reach out to the Project Team with any questions you might have.

What is the intention of the project?

The GMS will provide an assessment of future growth and urban land needs within our City to the year 2051. In addition, the GMS will inform the completion of the City’s Municipal Comprehensive Review (MCR) and support the City’s Official Plan (OP) update.

Why does it matter?

The City of Kawartha Lakes is expected to grow to 117,000 people and 39,000 jobs by 2051. To plan for this growth, and in accordance with Provincial requirements, the City’s Planning Division is initiating a new GMS. This is the second GMS exercise the City is administering; the first GMS was completed in 2010 and updated in 2011 (see Project Resources tab).

The new GMS will plan for the City’s population growth, housing and employment needs and coordinate with infrastructure investments to the year 2051. The GMS will also establish a foundation for the forthcoming update of the City’s Official Plan, which is also referred to as the municipal comprehensive review (MCR).

How can people get involved in the process?

Are you an urban landowner and would like the City to consider your land for future intensification? Are you a landowner with property adjacent to the approved urban settlement boundaries and would like the City to consider your land for future urban development? Are you a landowner with property in the rural areas and would like the City to consider your land for future growth potential? Please complete our Growth Proposals Requests Form (under Survey tab). How will your input be used?

All input received will be considered during the development of the GMS.
