The City of Kawartha Lakes is developing a Recreation Facility Master Plan to guide how indoor recreation spaces evolve to meet the needs of a growing and changing community. Building on the 2025 Recreation and Parks Strategic Plan, this work will take a long-term, evidence-based approach to renewing, improving, and expanding facilities—ensuring that future investments are thoughtful, equitable, and sustainable. From arenas and pools to community centres and multi-use spaces, the Master Plan will help shape where and how residents gather, stay active, and connect for years to come.

Your input is essential to this process. Through public engagement, the City will gather insights on how facilities are used today, where gaps exist, and what priorities should guide future decisions. This includes understanding participation patterns, population trends to 2041, and opportunities to enhance accessibility, partnerships, and co-located services. The result will be a clear, actionable strategy that identifies the right facilities, in the right places, at the right time—while maximizing resources and strengthening recreation’s role as a cornerstone of complete and inclusive communities.
